Senate Approps Update: HB 2010 (Health/Mental Health)

While the Senate Appropriations Committee has not yet passed the bill, it has so far made the following changes to HB 2010:

 

DSH Transfer

While the House recommended $48,858,000 for the DSH Transfer, the Senate agreed with the Governor’s Recommendation of $50,000,000.

 

ADA Treatment Services

This appropriation allows for contracting with local services to provide substance abuse treatment for non-Medicaid eligible recipients. The Senate left this decision open for future review.

 

Youth Suicide Prevention Grant

The Senate agreed with the House recommendation and added an full-time equivalent employee.

 

Emergency Room Enhancement

While the House recommended $1,000,000 for this enhancement, which would fund 7 projects in St. Louis, Columbia, Kansas City, Springfield, Rolla, Kirksville/Hannibal, and Southeast Missouri, the Senate agreed with the Governor’s recommendation to cut this item to $0.

 

KC Crisis Intervention Service

While the House recommended $2,500,000 for this service, the Senate agreed with the Governor’s recommendation to cut this item to $0.

 

Adult Community Eastern Region

While the House recommended $1,105,200 for this service, the Senate agreed with the Governor’s recommendation to cut this item to $0.

 

Missouri Health Trauma Kids

The Senate recommended an additional $500,000 in General Revenue and $750,000 in Federal monies to fund a statewide network of mental health providers trained in trauma-informed care for children.

 

Hawthorn Child Psychology Hospital

While the House recommended $142,000 of Federal funds for this facility, the Senate agreed with the Governor’s recommendation to use General Revenue.

Mercy Kids Autism Center

While the House recommended $485,000 for this center, the Senate agreed with the Governor’s recommendation of $500,000.

 

Tuberous Sclerosis Complex

This appropriation allows for basic scientific research and patient care for Tuberous Sclerosis at Washington University in St. Louis. The Senate left this decision open for future review.
