Despite falling 1.5 percent in September, net General Revenue collections increased 1.9 percent for the quarter ending in September. However, the state still faces a major budget shortfall in FY 2013. The revenue declines seen in FYs 2009 and 2010 were the largest sustained decline since the Great Depression, and FY 2011 GR collections were below those of FY 2006.
